According to the announcement:
Fellows must be committed to producing publishable research in constitutional law. It is expected that they will enter the job market for law teaching positions during the second year of the fellowship.History Ph.Ds as well as scholars with JDs will be considered. The deadline is September 30, 2011. More details are here.
Applicants will be evaluated based on their record of academic and scholarly achievement and, especially, the quality and probable significance to constitutional law of their research agendas.
