Enforcing Constitutional Rights in the 21st Century: Section 1983 Thirty Years After Owen v. Independence. The event commences with a lecture by Pamela S. Karlan, Stanford Law School, "Enforcing Constitutional Rights in the Twenty-First Century," from 6-7 p.m. on Thursday, October 22, 2009. A symposium, "Section 1983 Thirty Years After Owen," follows on Friday, October 23, 2009, from 8:30 to 5:00:
