According to WHB, "This is the official site promoting the study and scientific writing of history in India. It features research projects, seminars and symposia, and journals published. Located in New Delhi with regional centers in Guwahati and Bangalore, India."
Information about journals published by the Council is available on the website, including a list of articles published in the Indian Historical Review from 1974-2005, here, but full issues are not available. There is information about research funding, including post-docs, and about seminars and symposia. Contact information for the Council is here.
While the site has its limits, it will be a good resource for legal historians with an interest in the history of India.
